A debt that was given to the government of one country by the government of the other county, but was not spent on the problems but rather on the personal needs of the government is called odious debt. It is highly discussed whether odious debt has to be repaid or not, as the giving side understands all of the specificities of the spending process before the debt is given and thus makes an informed mistake.
